I apologize for leaving out an important point. Not all software would be
memory resident so that a simple copy to floppy would not work. Thus the CD
ROM would have to be accessed during use. Similar to using plain old MOS ROM.

Speed penalty would be relatively small since you could DMA the code in as 
needed. Similar to using overlays.
