I have and older IBM PC with a 64K motherboard. I have added more memory with a multifunction card but I can only address 544K. The switch settings for 640K don't work (and weren't documented in my original Operations Guide). Fixed it by ordering the ROM BIOS UPGRADE KIT from the local IBM Product Service Center. It cost about $30.

You need to replace the ROM BIOS on the motherboard. IBM sells it on an exchange basis for $50. This also makes it capable of booting from a hard disk directly. Clayton E. Cramer
