FTP is the File Transfer Protocol used between internet (arpanet etc) hosts.
FTP connections are not available on many uucp/bitnet/etc machines,
because they aren't arpa hosts. If this is your problem, you can either
talk to some neighbor who Does have arpa access and ask him to get the
file you want with FTP, or else you send mail to the person who offered to
make a file available by FTP and ask him to please mail it to you.

If you Do have an internet connection, you will have a program on your machine
called FTP which you use to negotiate transfers between your machine
and any other internet host whose address is available. The transfers
happen interactively/synchronously. You need an account on the remote
machine, unless that machine supports "anonymous" logins. In that
case you may log in as user "anonymous" and give any dummy password at all.
You can then cd, ls, get, put, etc. Anonymous logins are generally
given very much restricted access permissions.
