[net.micro.pc] Need help with DOS 3.1 line editing keys

About a month or two ago, someone posted an article about
how to re-enable the disabled Ctrl-U and Ctrl-W keys at the
command line in DOS 3.1.  His article had many people miffed
because most people have not found there to be a problem
with these keys.  As expected, Ctrl-U will backspace over
the entire command line and Ctrl-W will backspace over the
last word.  Seemingly, only the person who submitted the
article had found his keys to be disabled.

Now, after using DOS 3.1 since it has been available, my
keys have stopped working!  What is going on?  They stopped
working since the hard disk crashed and was replaced.  We
restored our backup tape to the new hard disk but I assure
you that the DOS files are correct because they were
restored from IBM's original distribution diskette, not from
our backup.  This is the same disk from which we made all of
our copies of DOS.  I used the DOS COMPare command to make
sure that the hard disk's copies of IBMBIO.COM, IBMDOS.COM
and COMMAND.COM are the same as the diskette copies and they
are.  I could not have modified IBM's diskette because it
has no notch in it.  (No, I don't have one of those wacky
new drives that can override the write-protection on a
diskette.)

So I have two questions:

   1)  What would cause this change?  A hard disk swap?  If
       so, HOW?

   2)  What is the patch to re-enable the disability?
