[net.micro.pc] Where can I get a copy of "ARC"

Hi, I just subscribed to this newsgroup (have been on the net for
a while now). Everyone send stuff out in ARC format, where can
I get a copy of it ? 
I hope it doesn't come itself in ARC format  :-)
