If you look at the star dates of the two episodes Balance of Terror and Space Seed, you will find that Space Seed (3141.9) took place much after Balance of Terror (1709.1) so it is feasible that they would have the Romulan Proverbs in 3141.9 even though they knew very little about them in 1709.1.
