I am not a trekkie or anything but from what I do know about Khan,
he wouldn't know about ancient Romulan Proverbs ("There is an 
ancient Romulan proverb that says: 'Revenge is a dish that is
best served cold. It is very cold in SPACE...'" Am I wrong in
assuming that in Khan's studies of 23rd century history, etc.
he did not learn about Romulan proverbs?

In reply to the question about whether Khan should have knowledge of
Romulan proverbs: he was a very fast reader, so after memorizing the
technical journals in the original episode, he might have gone on to
sociology and/or literature.  Also, Marla McGivers went with him to Ceti
Alpha V (VI?), and she could have taught him such things.

Khan could not have read Romulan proverbs at that time because at that time the
Federation had had almost no contact with them. See "Balence of Terror"

Hey, guys, has anybody noticed that it's a *Klingon*
proverb, not a Romulan proverb?  Of course, that doesn't
change the arguments either way...but I like to keep things
accurate.

The proverb "Revenge is a dish ..." was an "old Klingon proverb," not
a Romulan proverb.

    But clyde!crc, there was a hot and active trade amongst traders, smugglers,
boarder line (as in neutral zone) merchants, tourists(?) that would pick up all
sorts of Romulin and Klingon goodies. Do you remember Serino Jones who traded
close to and sometimes into Klingon territory, and Bones' bottle of Romulin
ale that he gave to Kirk in TWoK and said that a merchant friend of his picks
it up. I'm sure that some literature, books, magazines, video tapes,
propaganda, travel brouchures get across the zone in both directions by some
devious means or another.
