There is a very logical explanation why Kirk didn't send down a shuttlecraft to rescue the landing party when the transporter was out of order: the Enterprise didn't have any yet! The shuttlecraft weren't invented until "The Menagerie", which followed "The Enemy Within" (the episode under discussion) by several episodes. "The Galileo Seven" came even later.
