It looks to me as if the bumpy headed Klingons are Vogons in disguise. The highly domed nose rising high above a small piggy forehead... It's obvious! The Vogons have fed all the Klingons to the Ravenous Bug-blatter Beast of Traal and are passing themselves off as Klingons in order to exercise their nastiness.
