McCoy must have went home and let it be known that he wanted transportation with No questions asked. That is why big ears came looking for him in the first place. If a Federation informant were also to hear about it then you bet that someone would look into it. The place was being watched and when he started talking about Genesis they nabbed him. [I'm a doctor, not a(n) (insert you favorite occupation)] It has been postulated that the insubordiation of the guards in the stockade could be explained if it were in fact a regular civilian jail. If that's so, why would Sulu flash his Star Fleet ID at them? It also doesn't make much sense for an off duty Star Fleet security fellow to haul McCoy to a civvie jail for mouthing off about an area restricted by Star Fleet. I think the guards were just insubordinate, and under different circumstances, Kirk probablly would've strung them up by their thumbs for their behavior.
