[net.startrek] Klingon-Romulan alliance question

I have heard alot of talk of a Klingon-Romulan alliance.  What is the basis
of this?  I don't recall any Star Trek episodes which had any reference to
such an alliance.  Could someone tell me if there is such an episode or if
there is some other reason for believing that they would ever work together?

One such source for the Klingon-Romulan alliance is the
episode "The Enterprise Incident."  In it, the Enterprise
is surrounded by Romulan ships of Klingon design; someone
mentions the alliance and the fact that Romulans are now
using some of the Klingons hardware.

It's hard to believe I'm engaging in trivia, but here goes...

In the star trek episode, "The Enterprise Incident" the Romulans
were using the Klingon design for their battleships. The implication
was that they did this via trade agreements not because they were captured
in a war or skermish. So, the fact that the Klingons were using
a cloaking device, and Romulan-type scout ships wasn't really very
surprising to me...
