First, the Klingons that attempted to get the Genesis information necessary to build one themselves were acting on Kruge's orders, not the Klingon Empires orders. Next, Kruge and company did not have time to send any messages to their home base either. They were kept quite busy. Also, the Klingons are just as intimidated by the Organians as the Federation/ Star Fleet is and would not risk their interference. They may start small skirmish wars, but not complete interstellar war. So, Kirk and company cannot be written off quite so easily. I am sure that Admiral Kirk knows quite of few interesting facts about many of the individuals in both Star Fleet and the Federation that he could pressure for favors (I did not say blackmail for those of you out there that may read that into what I have sail).
