A while back, someone here mentioned that a new version of the manual was
going to come out.  The new version was to cover everything up to and inclding
ST3:TSFS.  What's the latest news on the new edition?  Is it still going to
come out?  Or have the plans been jettisoned?

Yes, it is still being worked-on.  But it will not be out for a while.
As a matter of fact, I believe it will contain stuff from ST-4.
