I tried to mail this to Mr. Noe, but our mailer has been screwy lately, so
I decided to post this to the net.

Sulu was suppose to be captain of the Excelesior in the novelization of ST III.
They were considering him for Captain of an experimental Starship, so I don't
think it would be unreasonable to give him a starship.  Maybe not a first line
starship, but a good size like the starship in ST II (Reliant) for his first
command.

Definitely, no one could really prove that Scotty did anything to the Excelsior
unless he blabbed to the whole world what he did do.  A case could be made on
circumstantial evidence, but no concrete proof other than he was aboard the
Enterprise when Kirk lost it.
