Not quite.

(1) "The Menagerie" won a Hugo, not "The Cage". There's an important
distinction. The same year, two other TREK episodes were nominated for
the Hugo as well.

(2) The following year, all five nominees for Best Dramatic Presentation
Hugo were TREK episodes, the winner being Ellison's "City on the Edge of
Forever", which probably sticks in his craw, since he claims that his
script was ruined in re-write. You can read in original script version
in an anthology (relatively scarce, unfortunately) called SIX SCIENCE
FICTION PLAYS, edited by Roger Elwood (Washington Square Press/Pocket
Books, 1976). When Blish wrote the novelization (or to be more accurate,
"story-ization"), he combined what he thought were the best elements of
each version.
