I strongly disagree. It needs to be more than prose, more than a mere description, but incompleteness is not the definition. The definition is pretty tough to come up with, but form and meter and cohesion and structure and some correlation between language and meaning and frequently phonological elements like rhyming have a whole heck of a lot to do with what is poetry.
