I believe initial production of 68020's will be at 12.5MHz, with 16.7MHz
to come some months afterward.  The 68020 user's manual (MC68020UM(ADI))
contains AC electrical specs for both the MC68020R12 and the MC68020R16.
Even if the two speeds are available at the same time, there will 
be a price difference.  Plus a company like Apple would probably want to
use the easier-to-build part, especially with no second source.
