You might try WGBH in Boston (88 Mhz), but I have no idea if it reaches
as far as Dartmouth.

Western New Hampshire listeners should be able to tune in Vermont Public
Radio, WVPR-FM, 93.5, Windsor [birthplace of Vermont, 1777], with another
transmitter in Burlington (I don't know the frequency, sorry).
 
The signal from Windsor comes through loud and clear in Hanover, N.H.

I live in Hudson, N.H. and can get PHC on WGBH (Boston). Hudson
is a long way from Dartmouth but there are also NPR stations in
Peterborough and Concord. Don't assume that all NPR affiliates 
carry PHC. WBUR (Boston University) is an NPR affiliate and does not.
