Is it possible that something in the tea bag lowers the boiling point of
water as it dissolves?  It seems that I have noticed water which has cooled
to just below the boiling point starts boiling when tea bags are added.  This
would mean that tea bags would bubble up from the water vapor produced by the
water boiling in the bag as the water dissolved the *stuff* in the bag.
