King <KING@KESTREL> Is the wind chill factor defined so that an unprotected 85 degree surface loses heat at the same rate whenever the wind chill factor is the same, or so that an 85 degree surface requires the same amount of protection to lose heat at the same standard rate whenever the factor is the same? Both of these standards are reasonable; the first would tell you how quickly you would die or get frostbite or whatever on a given day if you ventured out unclothed, and the second would be defined so the same amount of clothing would be appropriate whenever a given wind chill factor was observed. The differences in charts based on these diverse standards would chiefly be seen at low temperatures and high winds, because otherwise the amount of insulation is small in the second standard and they would therefore behave similarly.
