They are supposedly neutron stars. My recollection was that their short periods of pulsation are attributed to uneven E-M fields around rapidly spinning small (neutron star) bodies that are not much larger than a black hole. Therefore pulsars are not directly relevant to the cosmology discussion. It is nice to hear that not every strange phenomenon is attributed to the big bang.
