Is is possible for black holes (or neutron stars) to become 
"white holes"?   My thought was that maybe a mechanism could
be found that would allow "black holes" to suddenly start
evaporating (disintegrating), thereby transforming themselves
into a quasar.

Maybe black holes and neutron stars aren't massive enough. 

Incidentally, Russians refer to black holes as "frozen" stars because
as the density and total mass increase time slows down more and more
and the star appears to freeze up, including putting out less and less
light.  I think that process of freezing may actually prevent the final 
transformation into a black hole,  so consequently black holes may well 
NOT exist.

Actually Russians refer to black holes as frozen or collapsed stars
because the phrase "black hole" when translated directly into russian
is considered obscene (i.e. meaning A**h*le).
