	Spring 1902 orders and press releases are due by Monday, Oct.
30, 1985 at  7 pm eastern time.
	If you are having difficulty with mail to/from another player,
please check your system tables (/etc/hosts) or contact your system
administrator to find out the address you should use.  Another approach
is to mail a second copy via the USENET routes.  Your system also has
a table for this.
	Builds will be conducted as a part of the FALL season in the
future, so, you may wish to send pre-selected, prioritized builds and
adjustments with your orders.  If you do not, I will contact you
by private e-mail and ask for your builds, as I have done this year.
This will be explained in a bulletin I'll send out during after the
Spring moves.

GENEVA, Fall 1901 -  War has broken out in two parts of Europe, and
tensions are rapidly mounting on a global scale.  The BALKAN war began
in Fall 1901 when Russia declared war on Turkey following a skirmish
in the Black Sea.  AustriaHungary immediately followed suit, declaring
war on Turkey in response to the Turkish invasion of Bulgaria.
Many sources report, however, that negotiations are already
underway in an effort to halt this war, and there have not yet been any
further attempts to move into the Black Sea or to jeopardize enemy
home territories.
	In the West, England began the Fall by declaring that Belgium
and Norway were under imminent English invasion, and warned other
European powers not to intervene.  This announcement was not well
received internationally, and the brief German/Italian/English moves
to surround France were immediately broken off by both Germany and
Italy.  England then unilaterally declared war on France in the Fall
of 1901 (THE CHANNEL WAR) attacking Brest instead of Belgium.  The
war was declared in response to France's invasion of Spain and moves
against Portugal.  England also invited Italy and Germany to join in
the war against France, but neither country has done so yet.  While
the attack was repelled by the Parisian garrison, Germany moved
into Belgium.  It is not known whether this was a direct move against
English interests or a coordinated move with England, or neither, as
Berlin is the only capital maintaining a news blackout.  In other
news from the England, the Prime Minister of England reaffirmed his
country's neutrality in the Balkan War.
	France issued a statement reaffirming its friendship with 
Germany in spite of the Spring conflict in Burgundy.  Paris also
announced having met with Italian officials to coordinate regional
policies, and to see what could be done to aid the cause of restoring
peace to the Balkans.  France also claimed its move into Spain was
at the invitation of the Spanish to aid their alleged fight against
Portuguese terrorists.
	In Scandanavia, while England invaded Norway, Russia has moved
into Sweden and moved troops into her own Finland in an effort to
eliminate the Swedish insurgency.  Germany has also moved into the
region by taking Denmark.
	Turkey claims that Austria declared war as a nervous response
to a lack of communications between their two countries, and claims
that the war between their two nations need not have been declared.
Turkey also vows to do whatever is necessary to stop Russia from
dominating the region.
	Holland stands alone as the one remaining independent non-
aligned nation, and has filed protest in Geneva against the invasions
of the other nonaligned capitals.
	The arms race took off in 1901 with each nation building
additional armies and fleets.  Interestingly, a large number of
fleets have been built, threatening a very complicated naval scenario
in the near future in all waters.  The arms race has also widened the
scope of both the BALKAN and CHANNEL wars making the need for
diplomacy and realignment necessary for the survivals of all nations.
