	First, I have to apologize but I have been out with the flu
for several days. This has eliminated the newspaper concept at least
for the immediate time frame. Second I have gottan mail from all
the players except Russia. There also seems to be a problem with
the path to him in that it appears to be one way. I did get mail
from him asking to be in the game but have not heard from him since.
So would Brian Utterback as alternate 1 would you please submit moves for
Russia. If I don't get any from the real Russia your's will count
and I will assume that you will run that country. 

	As for the other players diplomatic efforts on all parts seem
to extend to all other players in the game. So I am pleased to say
this should suffice for the newspaper for now. To date I have recieved
moves from 2 countries please get thoise moves in early.

	To date I have received moves from Germany, Italy, Turkey, and
Austria. So England, France, and Russia better get with it. Please 
submit moves soon because if your country holds it will greatly change
the complection of the game. Also alternates since these people have
not submitted moves so far please do so. If they do not submit moves and
you do then you will run the country. I am trying to take as hard a
stand againts not recieving moves as I can. I am trying to make sure people
do if submit moves and hence we can have an interesting game.

	I have noe recieved moves from everryone except France and Russia.
Please get these in folks. Alternates or other interested people can submit
moves for either of these 2 countries. If the owner does not then submit
moves and you do, then I will change the ownership of the country. So France
& Russia if you want to continue please submit moves. Remeber deadline is
first thing Monday morning and I will only look at moves I have in the
mail at that point.

	Next moves should be in by the 31th. Please start a little
	earlier next time. The games seems to be heating up. I can
	see a few interesting moves for spring 1901. I will not
	attempt a commentary in that it might affect how people view

	First, point of order. I have been asked about a situation called
coastal creep. This is typically illistrated with the following moves:

		Spain (nc) -> Portugal
		Portugal -> Spain (sc)

In my opinion this is not legal in that there is a rule that states that
two units cannot exchange positions. Second in the description about
coasts it states that a unit on a countries coast occupies that entire
country. So it would sound to me that the above should not be allowed.
Since I know that this has been interpreted differently elsewhere, I 
am making this statement now to prevent any confusion in the future.

	Second, as it turns out the next move is due the 31th of March
at this time please send a list of builds or tear downs. This list
should include all possibilities. If you have not specified where the builds
occur I will randomly determine them according to the nearest situation that
you specify. Thus if you specify nothing it will be entirely random.

	Third, it turns out I am fortunate enough to be going to Japan
April 5th through 13th. If we keep to the same schedule the next move
would be due on the 14th which would mean that I could arbitrate the
moves at that time. I am willing to do it this way if you like. The
other alternative would be to give you an extra week so that if any questions
come up I would be available to answer them. I will chose the first
alternative unless the majority send me mail to the contrary.

with the heads of state in Italy, Turkey, and Germany. 

	The Czar of Russia sent his envoys to communicate with the
heads of state in France and Italy.

	The Queen of England sent her envoys to communicate with the
heads of state in Italy, Germany, Russia, and Turkey.

	The Re of Italy sent his envoys to communicate with 
the heads of state in England, Turkey, Russia, Austria-Hungary, France,
and Germany.

	The President of France sent his envoys to communicate with
the heads of state in Germany and England.

Sorry, about the style of this but this was easy to put together and
also gives the information that I promised. This reflects the communication
since the move results were posted. It also represents only the communication
that I have recieved. This seems to be a very interesting game and I hope
