With regard to attempts by one country to alter the weather in another, there actually were attempts made by the CIA to alter the weather in Cuba by heavily seeding clouds before they reached the island. It was hoped that this would destroy the one crop (sugar cane) economy, thus leading to revolt and the overthrow of Castro. Like the other CIA attempts to get rid of Castro (e.g. the exploding sea shell, the wet suit dusted with powder to make his hair fall off . . . apparently the beard is responsible for the charisma or so they thought), didn't work, although there was a measurable decrease in rainfall over Cuba during that period. There was an article in The Atlantic Monthly about all this some four or five years ago.
