The following is the way a winner will be decided:

- Teams will play 1 game against each other team in the same group.
     2 points awarded for a win, 1 point for a tie, no points for a loss.
- Standings for each group are determined by the following criteria
  (conflicts are resolved according to first possible criteria):
    A: Number of points
    B: Difference between number of goals scored and number of goals allowed
    C: Number of goals scored
    D: Result of direct confrontations
    E: Team number as determined in world cup draw
- The teams ending up in 1st and 2nd place in each group, as well as the 4
    best teams ending up in 3rd place, advance to the second phase.
- The 4 best teams among the 3rd place teams are determined by the following
  criteria:
    A: Number of points
    B: Difference between number of goals scored and number of goals allowed
    C: Number of goals scored
    D: Team number as determined in world cup draw

- The second phase is made up of 16 teams and consists of single games,
    eliminating one team and advancing another: eighth-finals, quarterfinals,
    semifinals, finals.
- Second phase match-ups will be chosen in such a way as to avoid having teams
    from the same group meeting each other.
- In case of ties in second phase games, two 15 minute overtime periods will
    be played. If a game is still tied then it will be decided on penalty kicks.
