[net.unix] tuning and performance monitoring

I'd appreciate it if someone could describe what facilities Unix
(either BSD or AT&T) has for system tuning (parameter tweaking and
the like) and performance measurement.

Send me mail, and after about two weeks (since this is the time of
holidays) I'll post a summary to the net.
