There is another domain addressing scheme that's been in place
for some time - latitude and longitude.  You should be able to
get close enough to a locale to further sub-divide it into the
machines belonging to the institutions in question.

Although this "works", there's two major bugs -

	1) Where the heck is 43:12:15:04.mgweed?
	2) This will fail when we colonize other planets.
