[net.unix] old versions of csh on 68k systems

Here is a summary of the responses I have recieved to my postings
of csh bugs.  Most of these I was only able to check out on UniSoft
or Microsoft ports of csh to 68k systems.  Many do not occur on the
VAX, or on other 68k ports of csh.

1. && and || are reversed.  This does not occur on the VAX.

2. "time foo &" uses /bin/time.  This also does not occur on the VAX.

3. "foo !# !#" expands to "foo foo foo foo foo" instead of the
   expected "foo foo foo foo".  This one actually does occur on the
   VAX!
