[net.unix] Persisten connections

Excuse me if this is obvious, but:

When I'm in ftp, and it dies for some reason, the connection doesn't (or
doesn't seem to) go away.  It stays there until the system is rebooted,
in FIN_WAIT_2.
 
  1)  Is this actually a bad thing (i.e., how much [if any] does it steal in
      the way of resources)?
  2)  Is there any way of punting them (without rebooting)?
