[net.unix] questions sockets and setuid

I am wondering if there is any tutorial information on the following two
points.

1) setting up and using network sockets (servers)

2) setting effective uid so that my files need not be open to the public (yet
   still be usable through my program by the public)

Send any information to me directly and if there is a need, I will summarize
