I found more than sufficient documentation supplied with my system.  If you
happen to look at the System Manager's Guide (it came in Volume 3 of my
small binders), Appendix A, it gives a complete step-by-step guide of how to
reconfigure the system, INCLUDING a discussion of the format of the
configuration file.

In fact, if you'll look at page A-11, under A.6.3.3 Device Specifications,
you'll find the following paragraph:

	The DHV-11 DZQ, and DZV-11 communications multiplexers accept a
	hexadecimal flag value to specify any lines that should be treated
	as hardwired with carrier always present....

That is to say, 

	Ultrix as supplied DOES support modem control on terminal lines, but
	only if you have CONFIGURED it that way.  The standard configuration
	is for hardwired terminals, not modems.  Another way (kludge) is to
	wire your modems up so that DTR is always present.  This is a REALLY
	BAD THING to do, but doesn't require you to reconfigure your system
	(if, as system manager / administrator you don't know or aren't
	willing to learn how to reconfigure your system - slight sarcasm
	intended - I don't know how somebody could get in that position
	without at least the willingness to learn).

Yeah, right (complete sarcasm intended).  That was ALL I got when I got a
750 and two distribution tapes of 4.2BSD dumped on my lap a few years ago.
It was months before I had everything running reasonably well, let alone
correctly.  The "Building..." document wasn't all that helpful.

And I NEVER got the modems stuff working correctly there either...
