[net.info-terms] curses/vt100 query

This is more of a trivia problem in curses than anything else.
There is a commented out termcap entry for vt100's in this
site's /etc/termcap that assumes dl (delete line) and al (add line)
behave like cm (cursor motion) in that they can output current
line column information.
This makes it possible to open up blank lines and close up deleted
lines very nicely by changing the scrolling region.
This would be very useful for using vt100's over slow lines.
The problem is that (as far as I can tell), al/dl do not normally
behave this way (i.e., we got this termcap from someone who
made local mods to curses/vi/whatever to do things nicely).
Queston: does anyone have a version of curses/vi/whatever that
makes better use of the capabilities of a vt100?
(I use a vt100 emulator with a 300 baud modem from home a lot, and
every little bit helps - in case it is important, I have a volker-craig
vc2100 - it has a bit more than a stock vt100).
