[net.info-terms] want to control vt100 XON/XOFF via software

I am using a vt102, which is identical (for all practical and most
impractical purposes) to the vt100.  I would like to run the XON/XOFF
protocol for speed reasons, but my editor of choice (emacs) does
not understand them very well.  I would like to have a shell
that echoes a control sequence to the terminal to turn off XON/XOFF,
calls emacs, and turns them back on when done.  Unfortunately,
I cannot seem to find that magic sequence to toggle the XON/XOFF
bit on the vt100.  Any help?

BTW, before anyone says anything about the fact that vi understands
the XON/XOFF protocol -- I love my buffers, I love my two-window
mode, I love my .exec buffer capabilities, I love my intense macros,
and I hate moded editors!

It can't be done. On page 35 of the VT-100 manual, in Table 3-1,
"Machine States", we find:
