[net.info-terms] Need padding info for Selenar

We need a terminfo entry for a Selenar HiRez 100 with padding info.
Selenar has not been helpful -- we have called them and sent letters
for two months, and they refuse to give us any padding info.  They
would do it if we paid them.  Great.  We already paid them for terminals
that won't run any faster than 2400 baud.

Enough flaming.  These things are VT-100 compatible with a couple of
insert/delete line/char commands added (but not all the ANSI commands).
We use CCA Emacs here and would like to run faster than 2400 baud.
Termcaps are welcome, terminfo is preferred if you have it.

Here is a termcap entry; convert it to terminfo the usual way.
Note that there is NO padding given.  On any terminal that wants
to use DC3/DC1 flow control, you are advised to do so.  Too bad
if the EMACS people have decided that DC3 & DC1 need to be typed
into their editor as commands.
