[net.eunice] uucp dialout on dialin line

I am trying to get uucp (running on a VAX 11/782 with VMS 3 and Eunice
3.2) to dial out on a modem line which is also used for dialin.  We have
some com files which were distributed with Eunice (uucp.com for instance)
which supposedly do this after the L.sys file is properly configured.  I
have configured the L.sys, and whenever I attempt to dial out, I get
the error message: device not available (in the LOGFILE).  In uucp.com,
I issue an allocate on the device.  Does anybody know what may be causing
the problem?

Does Eunice know how to autodial if we have a DEC autodialer?

By default VMS does not allow programs to open random Terminal lines.
Is necessary to change the protection on that line to allow UUCP to
open it and dial out.
