[net.sources] Truncated articles, particularly xlisp.4

Of late there has been grumbling about truncated articles in
net.sources, particularly one ending with

	**Sender closed connection***
	== Network Mail from host uw-beaver on Fri Apr  1 04:09:12  ===

Well, I am sorry to have to admit that it's my fault--mea culpa.  Our
link between uw-beaver and cornell uses batched news and a mail link
which passes through BBN's smtp server.  Unfortunately this server has
the major mis-feature of delivering partially transmitted messages when
the connection fails during the transfer.  Personally, I think I'd
prefer that it just discard the message since the sender keeps
resending the message until it arrives, but that's the way things are.
I've been aware of the potential for truncated messages for perhaps a
week and a half and have been testing code here on Beaver for a couple
of days which, I hope, corrects it.  The code should be installed on
Cornell within the next couple of days.  If you notice future evidence
of news problems caused by transmission failures between uw-beaver and
other sites (particularly cornell and potentially uw-june and uw-vlsi
in the future), feel free to let me know about them.
