Bruce Wright has a point.  Something additionally worth mentioning is that
a program/person rating is only as good as the people it/they play against.
In more rural areas, you will see people with vastly underated ratings who
could easily beat a person from a more populated area with a difference
in rating points of 400 or more.  This does imply that people who play mostly
in heavily populated areas, ratings will tend to be somewhat inflated but
I'm afraid it depends upon your perspective which you choose.  If Elite
had a performance rating of 1900 when playing in populated areas, you simply
have to take that into account when judging it for personal use.  It's very
subjective.
