It seems to me that such a law would go against many of the
copyright laws and legal definitions -- like "public domain,"
for example.  A person is only allowed to own the rights to
a work for a specified amount of time (under the new copyright
laws, usually until 50 years after his death).  After that
time has elapsed, nobody owns the rights.
