The five minute offset start time of programs on WTBS (I know something about this station, for obvious reasons) was apparently the personal idea of Ted Turner, who hoped it would tend to reduce viewer "thrashing" to other channels at the end of time slots. However, since this works both ways (both at the start and end of programs) it is still unclear what the net effect has been in terms of ratings. --Lauren--
