Dr. William H. Cosby, Jr. PhD is indeed Bill Cosby. He has a PhD in Education, I believe and is given credit as Executive Consultant or some such title.

Yes that's Bill in the credits. He is
Dr. William H. Cosby Jr. Ed.D. (Dr. of Education)
I think he is creative consultant. He is also probably Executive
Producer since his company produces the show.
For those who read credits. Jay Sandrich directs The Cosby Show.
If you read credits like I do, you'll know he was on the staff of The
Andy Griffith Show and directed The Mary Tyler Moore Show and Soap. He also
directed Neil Simon's movie "Seems Like Old Times". Cosby sure knows
where to find talent.
For that matter, one of TCS's writers is Ed. Wienberger of
Taxi and TMTMS fame.

sometimes producer for WKRP IN CINCINATTI, a monumentally good show.
