There DO exist VCR/TV combinations that will play multiple tape formats.
One of the best-known TVs is the SONY WATCHMAN/TRAVELLER, which accepts
US, UK and European TV signal standards (just move the switch).
Some months ago the same question was asked in the 'TV Guide', and the
answer given was that although manufacturers (such as SONY) do make VCRs
that will also accept multiple signal encodings these are not available
on the consumer market in the US, although they may well be available
in Europe.
Even with one of these, you can NOT record a European broadcast so that
it can be played back on a conventional US VCR. All they allow you to do
is play back (and watch) a tape that was recorded on any system (except,
of course, for the different VHS/Beta/8mm tape sizes).
