Good point, and after watching almost every episode, I can make a guess:

1)  A lot of people don't take him seriously (I mean, an ad in the paper -- 
    "Need Help?  -- Call THE EQUALIZER").  This keeps some people off his
    back.

2)  A lot of them he refuses, if he doesn't feel they're in real trouble ("I
    have a Martian for a neighbor" or "I want you to kill our DEC repairman"
    (I sympathize with the latter)).

A fun show, and the subplots with the CIA which mount from week to week
are great.  It is being moved to Tuesday nights real soon.

                "Queensboro president Donald Mannis, charged with receiving
                 bribes in exchange for city contracts, resigned on Tuesday.

                 litigation, some of which might eminate from a recent
                 statement he made comparing New York Mayor Ed Koch to

                 not to listen."
