I think the thing to remember is that Wendy's, and the majority of commercials, poke fun at another country far more than the Soviet Union: The United States. I can think of quite a few Wendy's commercials that have portrayed the average US citizen as an incredible concoction of dope and oddball. Hell, if the Soviet Union wanted to firebomb the American image through advertising, they could hardly do better than Herb, the Burger King Wonder.
