According to an old issue of Stereo Review (I don't recall the date),
another factor to consider when determining what to do with the dust cover
is that the dust cover can act like a microphone, and pick up room noises
(vibrations) and then transmit that noise to the cartridge, which also
can act like a microphone (picking up vibrations in addition to those
generated by the record grooves).

The article claimed that the worst results are with the cover raised,
medium results with the cover down, and best results with the cover 
removed. I found that conclusion to be somewhat surprising.
