I'd sure like to see a reference to this theory of yours.
The theory I'm familiar with doesn't agree at all.
(I'm assuming the above statement applies to an articulated arm)

I believe it should be "... with respect to the tangential (the velocity,
hence force, vector) at the point of contact between arm and disk."
