[ont.general] Phone Bill Over-Charging

As of June 1, 1989, the federal tax on phone calls went up to 11% from 10%.

I noticed on my June 1 phone bill that some calls were being taxed at the
rate of 11%, even though the calls were placed in May.

The federal tax on regular, chargeable messages was still 10%, but I was
charged 11% for all "Between Friends" calls.

In addition, I was charged 8% provincial tax on the extra federal tax!

After a single call to Bell, everything appears to be straightened out.  My 
bill had $21.34 in Between Friends charges, and I was being over-charged by
$0.24.  Two bits doesn't sound like much, but it's the principle that matters.

The number to call for "billing" inquiries is listed on the phone bill, just
below the line that says, "DETACH HERE".

By the way, I find the format of my phone bills very confusing.  Useless
information is abundant, and helpful information is scarce.  Details about
tax rates are non-existent.  I have two house-mates, and we've ended up
developing a form which we fill out each month in order to determine who owes
what.
