Hello Diplomats!  Our game is at last ready to begin! All of
our players have replied and countries have been assigned.  The
vote was for random selection of players and for builds and
retreats done along with regular orders.  I will do a sample
order set to that you can see how I would like it done.  
The following is a list of player names, countries and paths:

Now, there are one or two fuzzy places in the rules which I
think I should clarify before a misunderstanding arises.  The
diplomacy rules do not fully describe procedures for retreats
to be conducted, so here is my interpretation of them:
 
If a unit attempting to defend itself (i.e. not attacking anybody
else) is attacked and dislodged, it may retreat to any spacd
to which it could normally move, providing that that space is
not occupied and that the space was not left vacant due to a
standoff.
 
When a unit issues an "attack" order, it is assumed to have
actually moved to that province and is no longer occupying
its original province for any purposes.  At the end of all
movement, conflicts (where there are more than one unit in
a province) are resolved.  Whoever has the least support gets
bounced.  He must to a space which is adjacent to BOTH the
province he came from and the province he attacked.  This
prevents stupid tactics such as bouncing THROUGH an occupied
country.  A convoyed army has the option of retreating back
to its original province (providing that it is still available)
or of retreating to a space adjacent to the ocean his convoying
ship is in and the space he was attacking.
 
 
There.  Now, for the first turn (spring 1901), I will give you
until Monday April 7 to get your orders in.  This is a little
bit longer than what my normal interval will be since this is
the first turn and I want to give you a chance to talk to each
other more.  If I get your orders late but before I have had
a chance to make the moves, you are ok, but if I have already
made the moves, then your pieces will all execute "hold" orders.
When I have finished making the moves, I will post a position
list to the net.  Of course, the initial positions will be the
setup positions in the rule book.  Here is an example set of
orders for doing retreats & builds for Austria-Hungary:
 
Spring 1901 orders.  Codeword: xxxxxxxx
Army Vienna Hold (Retreats: Budapest, Trieste, Galicia)
Army Budapest --> Serbia (Retreats: Rumania, Budapest)
Fleet Trieste --> Albania (Retreats: Trieste, Adriatic)
 
Fall 1901 orders (assuming no retreats necessary) Codeword: xxx
Army Vienna Hold (Retreats: Budapest, Trieste, Tyrolia)
Fleet Albania --> Greece (Retreats: Albania, Ionian)
Army Serbia support F Albania to Greece (Retreats: Budapest)
Builds: Fleet Trieste, Army Budapest, Army Vienna
Removals: Fleet Albania/Greece
 
Thus, all possibilities are accounted for.  Obviously, in a
retreat list or build list, preference is given to the first
country in the list.  If two units try to retreat to the same
space, they are eliminated as per the rules, but I will never
retreat two units from the same country to the same space.
"Disband" is also a valid retreat.  If no retreats are listed,
I will retreat you to the nearest space to your home country,
with ties broken by alphabetical order.  Fall orders should
have both builds and removals listed, since you may not know
which you will be doing until the orders are over.  At the end
of each turn, when I post the piece positions, I will also post
a complete list of everyone's orders, along with which ones
succeeded and which failed.
 
Well, I guess that's about it.  Just have your Spring 1901
orders in by next monday (Apr 7)...
