It's called Gnomic, and it was described in a Scientific American issue of
two or more years ago, when Hofstadter was doing Metamagical Themas. It
may also be described in the recently published book of his columns. I've
played it once; it was interesting, but rather slow, and some of the other
players didn't like it much.
