As I recall from my 1976 Rabbit, the CAT indicator lights up when the catalytic perverter is overheating. (Post-1976 Rabbits are fuel injected, of course, and need no perverter.)

I don't know about anywhere else, but in California, even fuel-injected rabbits need "perverters."

It is my impression that after 1981, all cars sold in the US are required to have perverters (or "revolters" if you've ever ridden a bicycle behind a newer car!) and use unleaded gas.

I don't know about older rabbits, but on the '82 the CAT (or OXS) light comes on after x000 miles, no matter what is happening with the perverter. By the way, I've had my new rabbit since march 2, and have been averaging 115 miles per day of driving since then, and I am very pleased with the car. (I owned two bugs previously, one of which I still have). Glenn
